Domain
Name Prefix registration requirement
1.
English letters and numbers can be registered into domain names. Users can use
individual or combined simplified Chinese, traditional Chinese, English letters
a to z (Capitalized letters will work the same as the lower-cased), Arabic
numerals 0 to 9 and half –angle form
connector “-”; “-” cannot place at the beginning or end with.
2.
Can register up to a length of 63 characters or 20 Chinese characters when transferred
into punycode (transcoding method, see "Chinese domain names online transcoding")
Bonus
Policy
l Previous policies will not be executed including “.公司”domain
as a bonus for “公司.cn”registration, while free “.网络”for
“网络.cn”.“.公司”and
“.网络”will
both work independently for registration.
l If domain names of simplified Chinese form for “.公司”or
“.网络”are
registered, Users will get a free package of domain names corresponding to the
prefix including forms of pure Simplified Chinese, pure Traditional Chinese,
combined Simplified Chinese and Traditional Chinese or variant Chinese
characters. These bonus domain names will need to apply in order to activate.
Priority principle
Follow
the "first come, first registration" principle.
New
Registration
l An application for domain name registration shall submit the
following information to registrars in written or electronic forms :
1) The domain name applied;
2) The host names and IP addresses of the
primary domain name server and the secondary domain name server;
3) The natural person applicant shall submit the
name, mailing address, telephone, email;
4) the organizational applicant shall submit the
organizational name, organization code certificate, mailing address, email and
telephone and so on;
5) names, mailing addresses, e-mails, and
telephone numbers of the applicant’s domain name technical contact, management
contact, payment contact and the principal undertaker;
6) Materials to be submitted for verification
Mainland
area: identity card and organization code certificate are not required to submit
electronic or paper version of the documents, other electronic identity
documents for registration application materials are required to submit.
Non-mainland
areas: Applicants are required to submit electronic document of identity
materials.
7) Period for the domain name registration.
l New registration redemption period
1) The five days after domain name registration counts as new
registration redemption period. Registration fees will be refunded if
registration service organization delete domain name during this period.
2) During new registration redemption period, registration fees
paid by registration service organization will be refunded if domain names are
renewed and then deleted.
Renewal
l Active renewal: If domain name owner takes initiative to do
renewal, 15 days after renewal will be counted as Renewal Grace Period, during
which if registration service organization deletes the domain, CNNIC will
return renewal fees.
l Automatic renewal: one year automatic renewal will be
implemented when domain name expires, fees will be deducted from registration
service organization where domain name belongs.

Renewal confirmation
period (30 days after automatic renewal): if domain name holders submit a written
form of not renewal notice, domain name service organization should cancel the
domain name; If domain name holder neither submit any notice nor renew, domain
name registration service organization can cancel the domain name once renewal
confirmation period completes.

Automatic renewal
period (45 days after automatic renewal): if registration service organization
cancels domain name, CNNIC will return deducted automatic renewal fees back to
its prepaid account.
l Domain name redemption: if registration service organization cancels
domain names after new registration redemption period, 30 days counting from
cancelation will be high price redemption period. During redemption period, original
domain name holders will negotiate with registrar to decide the redemption
price; CNNIC will deduct one year renewal fees 1000 yuan from registrar’s
prepaid account per domain name redemption; if applicants do not redeem during
this period, domain names will be deleted in 5 days.
l Renewal prohibition: if domain name registration information
is untrue, incomplete and inaccurate, and users do not update during regulated
time, CNNIC can require registrars not to provide renewal service to such
users.
Transfer
I
l The domain name holder shall not apply for changing the
registrar in the following circumstances:
1) The domain name has been registered for less than sixty
days;
2) The period of registration will expire in
less than fifteen days;
3) The domain name has been registered with
unpaid registration fees;
4) The domain name holder has unidentified or is
in disputed status;
5) The domain name is held under proceedings of
a judicial body, an arbitration institution or a domain name dispute resolution
institution.
l The original registrar (hereinafter referred to as the
transferor) shall send the correct transfer code to the management contact
email of the domain name registration information within three working days
after receiving a valid application submitted by the domain name holder, and
shall not charge for the transfer. If the transferor fails to provide the
transfer code within three working days after receiving a valid application
submitted by the domain name holder, or provides incorrect transfer code, then
CNNIC may directly change the registration service provider.
l The registrar which the domain name is transferred to
(hereinafter referred to as the transferee) shall make a request for changes to
CNNIC after receiving the application for changing the domain name registration
service provider submitted by the domain name holder.
l CNNIC shall, upon receiving the transferee’s request for
changing, give notices to the transferee and the transferor in writing
(including that in electronic form). If the transferor gives express consent to
the changing or fails to make replies within five working days after CNNIC
gives the written (or electronic) notices, then CNNIC will change the
registrar.
l If the transferor rejects the request for transfer, it shall
promptly notify CNNIC and the transferee in writing (including that in
electronic form) with specific reason explained.
l CNNIC shall reject the domain name holder’s application for
transfer if the reason for refusal explained by the transferor is included in
that specified in Article 29; if the reasons are out of the Article 29, CNNIC
may change the registrar.
l CNNIC shall notify the transferor and the transferee in
writing (including that in electronic form) of the updates of database and
information of the registration service provider.
l After the domain name holder changes the registrar, the
transferee shall pay CNNIC for one-year operation of the domain name
transferred. The period for the registration shall then be extended for one
year.
l 15 days after transfer is counted as Transfer Grace Period,
during which if transferor withdraws the domain, CNNIC will return the transfer
fees to the prepaid account.
Transfer
II
l Any organization that applies for domain name transfer shall
submit the valid and effective application form for domain name transfer and
identification. Registrars shall audit when receiving the materials above
within three working days and change the domain name holder after the qualified
auditing result.
l The registrars shall submit the changed registration
information to CNNIC within three working days after receiving the changes from
the domain name holder.
l The registrars shall not make changes to any client’s
registration information without the consent of the domain name holder.
l The registrar shall not accept any application of the domain
name holder for transferring or canceling any domain name under judicial
proceedings, arbitrations or dispute resolution process, except where the party
to which the domain name is being transferred agrees in writing to be bound by
the judgment of the people’s court, the arbitration institution or the
institution resolving the domain name dispute.
Changes
l In case of any changes to the information of the domain name
holder, the domain name holder shall apply to the registrars for registration
information changing within thirty days after the changes take place according
to the change confirmation way selected when applying for the domain name. The
registrars shall submit the changed registration information to CNNIC within
three working days after receiving the changes from the domain name holder.
l In case of any changes to the registration information rather
than the information of the domain name holder, the domain name holder shall
apply to the registrars for registration information changing according to the
change confirmation way selected when applying for the domain name.
l The registrars shall not make changes to any client’s
registration information without the consent of the domain name holder.
Cancellation
l Any organization that applies for domain name cancellation shall submit the valid and effective application form for domain name cancellation and identification documents. Registrars shall audit when receiving the materials above within three working days and cancel the domain name holder after the qualified auditing result.
l The registrar shall not accept any application of the domain name holder for transferring or canceling any domain name under judicial proceedings, arbitrations or dispute resolution process, except where the party to which the domain name is being transferred agrees in writing to be bound by the judgment of the people’s court, the arbitration institution or the institution resolving the domain name dispute.
