IP addresses and AS Number are the public resources on the Internet. As stipulated in the policies of APNIC, allocation of IP addresses and AS Number is an act of renting, not an act of permanent sale or transfer; therefore, the Alliance Members of CNNIC need to pay the IP addresses and AS Number use fees each year as stipulated in the agreement.
To ensure the effective use of IP addresses and AS Number in China, CNNIC will take back the IP addresses and AS Number from the Alliance Member that owes a payment and reallocate them.
The fees required to be paid by the Alliance Member of Allocation Alliance of CNNIC can be divided into three groups according to the Alliance Member’s application status.
1) The initial fees to be paid when joining the alliance
The initial fees to be paid when joining the alliance include the account opening fee for the Alliance Member and the annual use fee of IP addresses and AS Number for the next year, etc. The Alliance Member will be notified by phone or by email.
2) The fees to be paid when continuing to apply for addresses
The fees to be paid when continuing to apply for IP addresses include the annual use fee of IP addresses and AS Number for the next year, etc. The unused portion of the annual use fee of IP addresses and AS Number previously paid by the Alliance Member will be calculated on a monthly basis and refunded when the Alliance Member applies for continued use of the IP addresses. The Alliance Member will be notified by phone or by email.
3) The fees to be paid when not continuing to apply for addresses
If the Alliance Member’s previous agreement term expires and the Alliance Member does not continue to apply for the IP addresses, CNNIC will notify the Alliance Member by correspondence or by phone. CNNIC will ask the Alliance Member to make payment 30 days prior to the expiration date of allocated address by email and 15 days prior to such date by registered letter or by phone. The Alliance Member may continue to use the address normally if it makes payment timely within one month after the address expiration date as stipulated in the agreement. The second month and third month after such date are redemption grace period, and the payment made during this period should comply with Charging Policies of IP Address Allocation Alliance of CNNIC.
