Recently, Internet Corporation for Assigned Names and Numbers (ICANN) officially announced that China Internet Network Information Center (CNNIC) had been certified as Data Escrow Agent (DEA) that undertakes new generic top-level domain (New gTLD) data escrow services across the world. It is the second time that CNNIC plays an important part in ICANN’s new gTLD program after it was designated as one of new gTLD emergency back-end registry operators (EBERO) in April 2013.

On June 20, 2011, ICANN officially approved the New gTLD program, based on which, any company or institution has the right to apply new gTLDs from ICANN. Along with the launching of the new gTLD program, more and more new domain name registries will emerge. However, risks related to technology, operation and finance, etc., are likely to paralyze new gTLD operated by a certain registry as well as the websites and services at the new gTLD.

In order to ensure normal operation of the Internet domain name system, ICANN released a series of plans for security protection and qualification authentication related to new gTLD, of which, Data Escrow is a new requirement of ICANN on applicants of new gTLD, who need to choose and transfer the registered data to a DEA according to the specified data format and time for backup. As third-party beneficiary of DEA, ICANN or its designated agency will be provided by DEA with the escrowed data in the case of failure of registry operation, so as to ensure the rights and interest of registrant.

As a national domain name registry, CNNIC has been conducting technology researches on operating security of new gTLD since the opening of the new gTLD program and thus boasts world-leading data support capability. CNNIC is qualified for information security management ISO20007 and has passed several information security audits, and it is capable of meeting local and global requirements of most registrars in Asia-Pacific Region. Since its compliance with the requirements of ICANN for DEAs, CNNIC was appointed as the only DEA in the Asia-Pacific region.

As China’s national authority of information security and data support, CNNIC is capable of providing new TLD registrars and registrants in China and even the entire Asia-Pacific region with high-quality and localized services in terms of data recovery, language communication and dispute arbitration, etc. CNNIC pledges to, on the basis of strict compliance with the regulations of ICANN and data separation policies, spare no efforts to ensure secure operation of new TLDs and devote itself to providing thousands of registrars and registrant across the world with secure data escrow services and all-round risk management solutions.
